Tree Removal Justification Report

What is a Tree Removal Justification Report in NSW?

A tree removal justification report is a professional document prepared by a qualified arborist that outlines whether a tree should be removed. This document is part of the council tree removal application in NSW and may include an arborist letter recommending tree removal, along with supporting documentation such as photos or evidence of disease or pests.

When removing a tree from your property, you may need a tree removal justification report. LGAs have strict regulations concerning removal and pruning. The rules vary and can be complex for homeowners to understand.

Where a tree presents a risk to people, property or surrounding structures, a professionally prepared arborist report is needed to support a tree removal council submission.

When do councils require a report for tree removal justification in NSW?

Councils require a tree removal justification report when a property owner applies to remove a tree protected under tree preservation regulations. These rules vary between LGAs but typically apply to trees exceeding a certain height or trunk diameter, as well as protected species.

Common situations where council approval may be required include:

  • Trees protected by a Tree Preservation Order (TPO)
  • Large or significant trees
  • Trees located within heritage conservation areas
  • Trees affected by Development Applications (DA)

Reports are also requested when a tree shows signs of disease, structural defects or pest infestation, and removal is being considered on safety grounds. In these cases, the arborist’s assessment helps the council determine whether the level of risk justifies removal or alternative management.

What does Arbor Pride include in the report?

Our team of Level 5 arborists prepare professional reports aligned with local council requirements. These documents form the tree removal report council officers rely on when reviewing applications. Our tree removal application arborist reports provide clear evidence explaining whether removal is necessary or if alternative methods, such as pruning, should be considered.

Our reports include:

  • Tree identification and description
  • Tree health assessment
  • Structural condition assessment
  • Risk assessment
  • Evidence of damage caused by the tree
  • Site and environmental context
  • Supporting documentation, such as photos
  • Professional recommendations for removal or retention

The submission process — what happens after you receive it?

Once the tree removal application and supporting arborist report for tree removal are submitted, the local council will review the documentation to ensure it complies with relevant regulations. In some cases, a council officer may conduct a site inspection to verify the information.

The application can be approved, refused, or have caveats, such as requiring replacement planting. If approval is granted, Arbor Pride can carry out the removal safely and efficiently, with minimal impact to your property.

Why use a qualified arborist for a tree removal application?

Engaging a qualified arborist ensures your report is accurate and complies with local council regulations. Removing a tree without the necessary approval can lead to significant penalties.

Unauthorised removal may result in fines, legal action or mandatory replacement planting. Working with an experienced arborist simplifies the process and ensures your application includes all relevant documentation.

With varying regulations across Sydney, Arbor Pride makes the process simple, with professional reporting suitable for homeowners, builders, architects, schools, commercial facilities and council officers.

FAQ

Will a tree removal justification report guarantee council approval?

No. There’s no guarantee that councils will approve a tree removal. However, by engaging a professional arborist, you improve the likelihood of a successful outcome.

What information do I need to provide?

To prepare a report, the arborist will need a reason for the removal, such as damaging nearby structures or foundations. Councils will often request an arborist letter for tree removal that explains why removal is the best option.

How long does a council tree removal application take?

The turnaround depends on a variety of factors, such as how many trees need to be assessed in the report. Local councils can take four to twelve weeks to review the application. Our arborist inspections are generally completed within three business days to ensure the application process can begin quickly.

Can you help with protected or heritage trees?

Yes. Because of their value, you can’t prune or remove protected trees without council consent. However, there are exemptions if an arborist can prove they pose a significant risk or are dead. We will create a comprehensive report to determine whether retention or removal is required.

So professional, safe, friendly and a job well done. The work was for a strata of 18 townhouse. The workers arrived on time, checked in with me, explained what they were going to do and did it without fuss. Also monitoring the public driveway for any cars or people coming in and out. It was a little scary for me watching two large palm trees be cut down and the noise associated with it. But the workers did their job wonderfully and I can now plant a brand-new garden.

We needed a large liquid amber tree pruned. Julian from Arbor Pride was quick to assess and quote. At the same time he identified a dead tree and a third tree that would benefit from a tidy up. I was also offered a soil analysis. There was no obligation to accept these services, however combining the services cut down the price. The arborists were extremely competent and knowledgable. They were careful in their approach to the task. The result is a much healthier and better shaped trees. The correspondence between bookings, accounts and any queries was always quick and helpful. I absolutely recommend Arbor Pride. They know what they are doing with excellent service.

11/10 from beginning to end. From the guy that quoted to the office staff but huge shout out to the boys doing the hard yards with cutting difficult enormous overhanging neighbour's trees. The boys settled the neighbour down with their calm professional approach leaving all parties very happy with the result. Cannot recommend highly enough.

Peter and the team at Arbor Pride removed the stump-cut bamboo and trimmed trees/hedges from our property in a significant clean-up. We were very pleased with the service, communication, and job. Quick and easy, very professional, and even emailed all insurances prior to starting the works. We highly recommend Arbour Pride for any arbor work.

I had a great experience all round with Arbor Pride. Julien came to provide the quote and it's an understatement to say he "knows his stuff". The scope was to cut back the large trees over our pool with the finish being neat, but also maintaining some shade and style. Julien gave the specs of what the team would do and I took on board his advice. Quote came in half an hour later and I booked in promptly. The practical work from the site team was also great - you can see the results in the after photos, compared to the before photos. Great work guys! Kudos to Charlie, Robert, Boat, Mitch and Allen. What you can't see in the photos is that they left our yard, and my neighbour's yard spotless - you wouldn't have known that we had some large trees trimmed. I also liked the little administrative touches that were super efficient - being sent the insurance and other certificates without having to ask, and also being sent a neighbours letter to hand out (I didn't need this, as my neighbours were aware, but I appreciated the gesture and efficiency). I will be bringing the team back for future work. Well done guys!
